The Phantom play sets were produced by Street Players Holding Corp. in Los Angeles, California, USA in 1996. 3 individual play sets were produced, all licensed by King Features Syndicated, themed around the Phantom movie released in 1996 featuring Billy Zane playing the part of the Phantom and Kristy Swanson as Diana Palmer.
Street Players Holding Corp. was established by David Siegel in 1995 as a producer of toys for young children. David Siegel was hands-on within the company, with his background being in toy designing.
The toy manufacturer designed and produced a number of figure based play sets in the 1990s, including The Flying Bugmen, Jerry Springer, The Roswell Aliens, Diana Princes of Wales, The Nanny, Muscle Mutts and many more.

The Phantom play sets produced by Street Players Holding Corp. were licensed and manufactured in 1995, however weren’t made available for purchase until the Phantom movie was released on the 7th of June, 1996.
The play sets were distributed and sold in toy shops and retail outlets in large department stores, commonly found in the toy section of those stores. They were advertised in printed catalogues and were easily accessible and not sold at specific pop-culture outlets.
In Australia, the Phantom play sets were exported by Kidz Biz and distributed by Melbourne based Playcorp Pty Ltd. They were also sold in large department stores and toy shops with a Kidz Biz sticker found on the rear of the packaging.
Phantom Rider Play Set
The Phantom Rider Play Set came in a cardboard box with a clear plastic window front measuring 26.5cm x 30cm x 9cm. Included in the box are a Phantom figure with posable body parts, Hero – the Phantoms white Stallion with stirrups and saddle, plastic gun belt and 2 pistols.

The Phantom Throne Play Set came attached to a cardboard card with a blister plastic window on the front measuring 22cm x 34.5cm. Included in the play set are a Phantom figure with posable body parts, a Skull Throne, plastic gun belt with 2 pistols and a pair of Good and Skull rings.
